Down and out pals Ryan and Justin mistake a masquerade ball with a costume party and turn up in cop gear. Lapping up the attention, they take on the LAPD role but with fake jobs, come real trouble, and soon the buddies are embroiled in the criminal underworld with nothing but their wits, and fake guns, to help them.
