London, UK. A vial of the deadly toxin Sarin has been released in a central London motel, immediately killing everyone who comes into contact with the gas. MI5 Director of the Counter Terrorism Branch, Agent Derek Jennings (Hill, Titanic, Lord of the Rings: The Two Towers, The Return of the King) is called to the scene and it soon becomes apparent that the target was not the small motel, but the meeting in a near-by hotel of top Muslim and Jewish education officials. As the investigation progresses, MI6 Chief of Counter-terrorism, Agent Emily Tuthill (Redgrave, Tom Brown's School Days, Bramwell), arrives and, as the scale of the bio-terror threat becomes evident, the case becomes a top priority for homeland security. Is the London terror cell still in operation? Do they have more Sarin?
Washington DC, USA. The news of the London attack has travelled quickly across the Atlantic. At a meeting of the intelligence and defence agencies, the FBI, CIA and NSC discuss how the attack will pose a threat to US assets. NSC Director of Counter-terrorism, Maren Jackson (Margulies, ER, Evelyn) proposes an inter-agency team to stop the terrorist cell from proceeding any further. Despite opposition from the CIA Deputy Director Acton Sandman (Tom Skeritt, Alien), Maren gets her team and selects FBI Special Agent Max Canary (McDermott, Wonderland) of the Joint Terrorism Task Force and CIA Middle East Analyst Rasa Michaels (Piter Fattouche) to head up the enquiry with her.
Together the team, along with MI5 and MI6, must stop the man known as Muhammad, a former member of Al-Q'aeda and the terrorist behind the London Sarin attack and also the murders of top oil tycoons in Nigeria. The teams realise that Muhammad's plans are in fact much more deadly and the threat to both the US and the UK is greater than they had ever imagined. Protected by those around him, Muhammad has a network of contacts and supporters that reach far and wide. He is training young would-be suicide bombers, has comrades working for him in the US, and is receiving financial support from top Saudi officials.
Thrown together to overcome Muhammad and foil his plans before they can become a horrifying reality, Maren, Max, Rasa, Emily and Derek realise that they must stop all the inter-agency quarrelling that has hindered them before, working closely together towards their common goal. Personal lives intertwine with professional relationships along the way as Maren discovers that her boyfriend is involved in illegal oil deals, Max has to comfort the widow of his best friend killed in the terrorist attack on the Twin Towers, whilst Emily and Rasa have to contend with their growing feelings for one another as they fall in love, going against Rasa's strict Muslim religion.
